EFFECT: (1) Removes references referring to charter schools as public schools or other public schools.

(2) Modifies criteria that must be met by persons serving on the Washington State Charter Commission by specifying that members must have an understanding of and commitment to charter schooling as a strategy for strengthening education, rather than strengthening "public" education.
