    On page 4, line 16, after "RCW." insert "The assessed value of the property as it was valued prior to the beginning of the exemption may not be considered as new construction upon cessation of the exemption."

EFFECT:  Clarifies that the value of property prior to the exemption period is not considered as new construction.
