On page 5, line 6 of the striking amendment, after "its"

insert "fully qualified"

    On page 5, line 7 of the striking amendment, after "teachers" insert "who hold or have held a Washington state teaching certificate"

EFFECT:   Requires a school district that employs a retired teacher as a substitute teacher under this act to compensate only its fully qualified substitute teachers who hold or have held a Washington state teaching certificate at or above the state rate for substitute teacher compensation, rather than compensating all substitute teachers at that rate.
