EFFECT: 1. Adds subject to appropriation clauses to the development of mentor training program goals and the JLARC study on maternity and paternity leave for K-12 employees.

3. Limits the requirement to submit an alternative route program operation proposal to institutions of higher education with a professional educator standards board-approved teacher preparation program.

4. Removes the term "alternative route" for technical purposes.
