EFFECT: Exempts the retrofitting of an existing "building" for the exclusive purpose of complying with the Americans with disabilities act from the definition of substantial development under chapter 90.58 RCW, the shoreline management act, rather than the retrofitting of an existing "structure" for the same purpose.
