On page 26, line 15 of the amendment, after "subchapter" insert "and provided to every consumer prior to the consumer entering into a verbal or written agreement to borrow a small consumer installment loan"
EFFECT: A lender must provide to each consumer, prior to the consumer agreeing to take out a loan, a copy of the schedule of the fees, penalties, and charges the consumer will incur when taking out a small consumer installment loan.
