Brief Description: Requiring certain operational standards for regional jails.

Brief Summary of Bill

  • Requires local governments owning a regional jail to adopt operational standards consistent with other locally owned jails and with a county jail located in the same county as the regional jail.

Background:

All units of local government that own or operate an adult correctional facility must adopt standards for the operation of the facility. Cities and towns must adopt the standards after considering guidelines established collectively by the cities and towns of the state. The standards must be the minimum necessary to meet federal and state requirements relating to the health, safety, and welfare of inmates and staff, and to provide for the public's health, safety, and welfare. Local facilities must be operated in accordance with these standards.

Multiple local governments, or local governments and the state, may create and operate a regional jail.

Summary of Bill:

Local governments that own and operate a regional jail must adopt and enforce operational standards for the regional jail that are consistent with the standards adopted for local jails. If the regional jail is located within a county that operates a county jail, the regional jail's standards must be consistent with the county jail's standards.

Fiscal Note: Requested on January 14, 2015.

Effective Date: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
