Brief Summary of Bill

  • Expands the definition of "instructional hours" to include the period of time during which students are provided access to morning food programs, if certain requirements are met.

Background:

Under the state's program of Basic Education, school districts are required to provide a specified minimum number of instructional hours per year. "Instructional hours" are defined as those hours during which students are provided the opportunity to engage in an educational activity planned by, and under the direction of, school district staff. Time spent on meals is not included under the definition.

Summary of Bill:

The definition of "instructional hours" is modified to specify that the period of time designated for student participation in a morning meal food program is considered part of instructional time as long as students are provided the opportunity to engage in educational activity concurrently with the consumption of food, and the provision of food allows the regular instructional program to continue functioning.
