Background:
Capitol Campus Building Names.
The State Capitol Committee (Capitol Committee) and the Director of the Department of Enterprise Services (DES) make recommendations to the Legislature for naming buildings on the State Capitol grounds. The Capitol Committee is comprised of the Governor, Lieutenant Governor, Secretary of State, and the Commissioner of Public Lands who serves ex officio. The Legislature must approve the names for new and existing buildings on the State Capitol grounds based on the recommendations of the Capitol Committee and the Director of the DES, and subject to certain conditions.
An existing building may be renamed only after a substantial renovation or change in the predominant agency that is headquartered in the building. A building may be named for:
a significant person in Washington history or any other appropriate person;
the purpose of the building;
the predominant tenant agency;
a significant name or place in the state;
a Native American tribe in the state; or
a group of people.
Consideration also must be given in regard to buildings named after people with respect to the diversity of gender, human achievement, and the citizenry and history of the state.
The Capitol Committee and the Director of the DES receive advice for naming buildings from the Capitol Campus Design Advisory Committee (Advisory Committee). The Advisory Committee was established in 2013 to advise on issues related to the programs, planning, design, and landscaping of the State Capitol facilities and grounds. The Advisory Committee is comprised of two architects, a landscape architect, and an urban planner, who are appointed by the Director of the DES. The Secretary of State and one member from each caucus of each Legislative body also serve on the Advisory Committee.
Office Building 2.
Office Building 2 was built in 1975, and is located between the Transportation and Natural Resource Buildings on the East Capitol Campus. The Department of Social and Health Services (DSHS) is headquartered in Office Building 2.

Summary of Bill:
The Legislature accepts the recommendation of the Capitol Committee and the Director of DES, and approves the renaming of "Office Building 2" as the "Human Services Building."
