Brief Description: Correcting a codification error concerning the governor's designee to the traffic safety commission.

Sponsors: Senators Padden and Pedersen; by request of Statute Law Committee.

Brief Summary of Bill

  • Corrects a codification error relating to the Washington Traffic Safety Commission (WTSC), clarifying certain provisions regarding the Governor's designee who may participate in the work of the WTSC.

Hearing Date: 3/12/15

Staff: Andrew Russell (786-7143).

Background:

The Washington Traffic Safety Commission (WTSC) was established in 1967, and it oversees efforts to improve safety on Washington's public highways. The WTSC is the federally recognized highway safety office of Washington State. It composed of 10 commissioners and the Governor, who serves as the chair.

In 1982 an amendment to RCW 43.59.030 was codified incorrectly. The codified amendment omitted two phrases that were included in Chapter 30, Laws of 1982, as signed into law by Governor John Spellman. The two phrases relate to the designation and authority of the Governor's designee to the WTSC.

Summary of Bill:

The omitted language is restored, allowing the Governor to designate an employee of the Governor's Office familiar with the WTSC to act on behalf of the Governor during the absence of the Governor at one or more of the meetings of the WTSC. Additionally, the Governor may designate a member, other than the Governor's designee, to preside during the Governor's absence.

Appropriation: None.

Fiscal Note: Available.

Effective Date: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
