Background:

The operating and capital expenses of state transportation agencies and programs are provided for on a biennial basis by an omnibus transportation budget adopted by the Legislature in odd-numbered years. Additionally, supplemental budgets or additive spending measures may be adopted during a biennium, making various modifications to agency appropriations.

Summary of Bill:

Appropriations totaling $627 million are provided for certain state transportation agencies and programs for the 2015-17 fiscal biennium.

The bill appropriates $450,000 for the Joint Transportation Committee for a design-build contracting review panel.

The bill appropriates $15 million to the Washington State Patrol.

The bill appropriates $22 million to the Department of Licensing for implementation of Substitute Senate Bill 5987.

The bill appropriates $6 million to the Washington State Department of Transportation (WSDOT) Economic Partnerships Program to capitalize the Washington electric vehicle infrastructure bank.

The bill appropriates $6.3 million to the WSDOT Highway Maintenance Program.

The bill appropriates $3.1 million to the WSDOT Traffic Operations Program.

The bill appropriates $200,000 to the WSDOT Transportation Management and Support Program for a state coordinator for the Helmets to Hardhats program.

The bill appropriates $30.4 million to the WSDOT Public Transportation Program for specified public transportation projects, special needs grants to transit agencies, rural mobility grants, and vanpool grants.

The bill appropriates $15.6 million for the WSDOT Marine Program.

The bill appropriates $7.8 million to the Freight Mobility Strategic Investment Board.

The bill appropriates $3.4 million to the Transportation Improvement Board.

The bill appropriates $3.4 million to the County Road Administration Board.

The bill appropriates $22 million to the WSDOT Facilities Program for specified projects. The WSDOT must also develop a revised predesign for a new Olympic region facility.

The bill appropriates $210 million for the WSDOT Improvements Program for specified projects, fish culvert removal, and storm water retrofits.

The bill appropriates $76.5 million for the WSDOT Preservation Program for specified projects.

The bill appropriates $86 million for the WSDOT Ferries Construction Program for specified projects.

The bill appropriates $11.3 million for the WSDOT Rail Program for specified projects.

The bill appropriates $107.4 million for the WSDOT Local Programs Program for specified projects, the Pedestrian and Bicycle Safety program, the Safe Routes to Schools program, and the Complete Streets program.

The bill makes several transfers between transportation accounts and amends the uses of certain accounts during the 2015-17 fiscal biennium to permit the transfers.

The bill distributes $23.4 million to cities and counties using the proportionate shares by which fuel tax revenues are distributed.

Appropriation: A total of $627,080,000 is appropriated from various transportation accounts.
