Background: Flood Control Zone Districts (Districts) Generally. Districts may be created by vote of a county legislative authority, either on its own or upon petition. The statutory purpose of a district is to undertake, operate, or maintain flood or stormwater control projects.

In general the members of the county legislative authority also serve as district supervisors. However, a district with more than 2000 residents can have separately elected supervisors if a ballot proposition is submitted to, and approved by, the district's voters.

Per Diem for District Supervisors. Separately elected district supervisors are entitled to specific types of compensation. Specifically, supervisors may receive up to $70 per day and up to $6,700 per calendar year. A supervisor is also entitled to reimbursement for reasonable expenses including meals, lodging, and mileage.

The county legislative authority sets the compensation level for initial supervisors during their initial terms, but the supervisors set the amount after that time.

Summary of Bill: The authorized compensation for separately elected district supervisors is increased as follows:

Beginning in July 2018, these compensation thresholds must be adjusted every five years based on changes in the consumer price index.

Staff Summary of Public Testimony: PRO: This bill would put the per diem for Flood Control Zone District supervisors on equal footing with many other governing boards of special purpose districts. This was an oversight in earlier legislation that addressed per diem rates and tied them to inflation.
