Background: The Washington Traffic Safety Commission (Commission) is the federally recognized highway safety office of Washington State. The Commission is chaired by the Governor and is made up of 22 employees and ten commissioners.

In 1982 an amendment to RCW 43.59.030 was codified incorrectly. The codified amendment omitted two phrases that were included in Chapter 30, Laws of 1982, as signed into law by Governor John Spellman. The two phrases relate to the designation and authority of the Governor's designee to the Commission.

Summary of Bill: The Governor may designate an employee of the Governor's Office familiar with the Commission to act on behalf of the Governor during the absence of the Governor at one or more of the meetings of the Commission. The Governor may also designate a member, other than the Governor's designee, to preside during the Governor's absence.

Staff Summary of Public Testimony: PRO: These types of errors happen infrequently, but the Office of the Code Reviser wants to fix mistakes in the code as they are discovered. This bill would restore the two phrases that have been missing since the 1982 codification.

OTHER: The Washington Traffic Safety Commission representative indicated that they are in agreement with the changes as long as the Governor's Office is in favor.
