Background: Prior to being issued a driver permit or license, an applicant must pass written and driving examinations or otherwise demonstrate that they are qualified to be a licensed driver. There is a $25 driver permit application fee and a $35 driver's license examination fee assessed by the state. Prior to 2011, written and driving examinations were administered by the Department of Licensing (DOL). In 2011 private driver training schools and school districts that offer a traffic safety education program were authorized to conduct driver examinations. Driver training schools and school districts may charge a fee to administer the examinations that is in addition to the application and examination fees assessed by the state.

Summary of Bill: The $25 driver permit application fee is renamed the application and examination fee and is imposed only on applicants that take a written test that is administered by DOL. If the written examination is administered by a private driver training school the applicant pays an application fee of $12.

The $35 driver's license examination fee is renamed the application and examination fee and is imposed only on applicants that take a written and driving test that is administered by DOL. If either the written or driving examination is administered by a private driver training school the applicant pays an application fee of $12.
