Background: The Office of the State Fire Marshal sits within the Washington State Patrol, providing various services to fire districts, government agencies, and the public. Examples of these services include coordination of the state fire service resources for mobilization during large scale fires and disasters, fire incident reporting and data collection, fire code review and adoption, and construction plan reviews for fire sprinkler and alarm systems. The Office of the State Fire Marshal also regulates the fireworks and sprinkler industries, provides instructional programs and high-risk fire training to fire departments and fire protection districts, hazardous materials training, and fire prevention education.

Current law requires that the Office of the State Fire Marshal promulgate rules pertaining to smoke detection devices, placards for vehicles utilizing alternative fuel sources when the National Fire Protection Association has not issued a placard for the vehicle's particular fuel source, and the placement of above-ground fuel tanks.

Summary of Bill: The rules regulating the design, manufacture, and installation of smoke detection devices and the placement of above-ground fuel tanks must be promulgated by the State Building Code Council. The Office of the State Fire Marshal is relieved of the responsibility of issuing placards for vehicles utilizing alternative fuel sources.

Staff Summary of Public Testimony: PRO: This is a housekeeping bill. Current processes are redundant and will be moved to the Building Code Council, who have been amenable to the change.
