Background: The Washington Lottery (Lottery) was established in 1982 to produce revenues for the state. Proceeds from lottery revenues are deposited into the State Lottery Account to support lottery operations and also for specific beneficiaries. Lottery beneficiaries include the following:

The Washington Lottery has general authority to conduct draw games. A raffle is a type of draw game where the Lottery conducts a drawing to determine winning tickets.

Summary of Bill: The Lottery must conduct up to four statewide raffles per year, starting in 2016, to benefit traffic congestion relief. The raffle tickets will go on sale on a date determined by the Lottery, with a drawing to occur in conjunction with President's Day, July 4, Thanksgiving, and an additional day as determined by the Lottery.

All net revenues from raffle ticket sales are deposited in the traffic congestion relief account, which is created in the motor vehicle fund. Money in the account may be spent only for purposes of funding the construction of state highway traffic congestion relief improvement projects that focus on capacity improvements to the corridor.
