Background: The Washington State Transportation Commission (Commission) is responsible for naming state transportation facilities, including highways and bridges. The Commission’s policy states: “a naming is done in a thorough and deliberative manner to honor and institute an enduring memory of a person or group of people who have contributed significantly to the well-being of the state or nation and with the widespread support of the people from the area in which the facility is located.”
Upon passage of a Joint Memorial requesting the naming of a facility, the Commission holds a public hearing prior to taking action. After the Commission takes final action, the Washington State Department of Transportation (WSDOT) designs and installs the appropriate signs.
Summary of Bill: The Commission is requested to commence proceedings to name state route number 509 from the junction with Pacific Avenue to the junction with Taylor Way the Philip Martin Lelli Memorial Highway to honor his dedication and service as a longshoreman, activist, and advocate for the betterment of the Port of Tacoma and Washington State.
Copies of the memorial must be forwarded to the Secretary of Transportation, the Commission, and WSDOT.

Staff Summary of Public Testimony: PRO: Philip Lelli was a longshoreman, union leader, activist, and a major architect of the success of the Port of Tacoma. Mr. Lelli's abilities as a great communicator and collaborator allowed him to work across barriers with both employees and management for the good of the community. Mr. Lelli had the foresight to embrace change and the success of the Port of Tacoma is in large part due to his vision and collaboration. It is only fitting that the portion of SR 509 that passes through the Port of Tacoma be named after him to honor his contributions to Tacoma and to the state.
