TO THE HONORABLE BARACK OBAMA, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, The United States Constitution, Article IV, section 3 states in part that "no new states shall be formed or erected within the jurisdiction of any other state; nor any state be formed by the junction of two or more states, or parts of states, without the consent of the legislatures of the states concerned as well as of the congress."; and
WHEREAS, Since statehood, the lifestyles, culture, and economies of eastern and western Washington have been very distinct and dramatically different, while the urbanization and rapid growth in the western portions of the state has progressively heightened this divergence of cultural and economic values between the western and eastern portions of the state; and
WHEREAS, That portion of the state from the crest of the Cascade mountains east to the existing state border has sought and desired to become a separate and independent state; and
WHEREAS, The legislators of the state of Washington do agree with and consent to that desire to create a new state from the territory herein mentioned;
NOW, THEREFORE, Your Memorialists respectfully pray that the Congress of the United States consent to the formation of a new state whose western boundary follows the crest of the Cascade mountains and the western borders of Okanogan, Chelan, Kittitas, Yakima, and Klickitat counties, and whose eastern, northern, and southern boundaries are the existing state borders.
BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Barack Obama, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
