Declares that: (1) It is the goal of the legislature to make state appropriations to the state universities, the regional universities, and The Evergreen State College in the omnibus appropriations act for at least fifty percent of the total amount of funds the institutions received for full-time resident undergraduates from state appropriations and the operating fee portion of tuition and fees in the 2014-2015 academic year; and

(2) Appropriations shall be increased to the state universities, the regional universities, and The Evergreen State College in equal amounts over a four-year period beginning in the 2015-2016 academic year in order to meet or exceed the fifty percent funding goal by the 2019-2020 academic year.
