Establishes the Washington jobs act.

Creates the joint legislative task force on private competition for industrial insurance.

Creates the Washington state industrial insurance fund and the industrial insurance administrative fund.

Requires the treasurer, on July 1, 2017, to transfer to the state fund the assets and liabilities of the accident fund, the medical aid fund, and the reserve fund.
