HB 1325 - DIGEST

Establishes the Washington state energy freedom act.

Prohibits a state agency from implementing a cap and trade system, regulating motor vehicle fuel economy, regulating the carbon content of transportation fuels, taking actions related to the implementation of a carbon tax, or otherwise addressing greenhouse gas emissions without direct and specific legislative authorization to conduct the activity.

Requires a state agency in the process of, or planning for, the implementation of a cap and trade system, regulation of motor vehicle fuel economy, regulation of the carbon content of transportation fuels, administration of a tax on greenhouse gases, or otherwise addressing greenhouse gas emissions as of the effective date of this act to suspend all activities related to those efforts, including the enforcing or administrating of any existing rules, until certain conditions are satisfied.
