Requires a designated mental health professional to make a report to the department of social and health services when he or she determines an individual meets certain detention criteria and: (1) There are no beds available at an evaluation and treatment facility;

(2) The individual has not been provisionally accepted for admission by a facility; and

(3) The individual cannot be served on a single bed certification or less restrictive alternative.
