Authorizes the director of the office of minority and women's business enterprises, with regard to the linked deposit program, to adopt rules to: (1) Ensure that certain businesses are given first priority when making a qualified loan under the program; and

(2) Develop reporting requirements for businesses receiving linked deposit loans.
