Requires the Columbia River Gorge commission to eliminate the backlog of complete and unprocessed land use applications by July 1, 2017.

Declares an intent to provide the commission with one-half of one full-time equivalent employee who has experience and demonstrated expertise related to land use planning in Washington and Oregon for the purpose of: (1) Eliminating the backlog;

(2) Improving the land use application process; and

(3) Enabling the commission to manage new projects that strengthen the economy within the Columbia River Gorge region.

Expires July 1, 2018.
