Establishes the toxics reduction act.

Requires the department of ecology, in consultation with the department of health, to adopt by rule a list of not more than one hundred fifty priority Washington chemicals.

Requires the director of the department of ecology to select up to twenty of the priority Washington chemicals for potential chemical action plan development.

Requires the department of enterprise services to establish purchasing and procurement policies that provide a preference for products and products in packaging that do not contain priority Washington chemicals.

Prohibits an agency from knowingly purchasing products or products in packaging containing priority Washington chemicals.
