Requires the office of the superintendent of public instruction to: (1) Include the following data for homeless students in its report to the governor and the legislature: (a) The number of identified unaccompanied homeless students enrolled in public schools; and (b) the academic performance and educational outcomes of unaccompanied homeless students; and

(2) Create a competitive grant process to evaluate and award state-funded grants to school districts to pilot increased identification of homeless students and the capacity of the districts to provide support.

Requires the department of commerce to: (1) In consultation with the office of the superintendent of public instruction, administer a grant program that links homeless students and their families, or unaccompanied homeless students, with stable housing located in the homeless student's school district; and

(2) Working with the office of the superintendent of public instruction, develop a competitive grant process to make grant awards to school districts partnered with eligible organizations on implementation of the proposal.

Authorizes school districts to access both federal and state funding to identify and support homeless students.

Provides that sections 2 and 3 of this act are null and void if appropriations are not approved.
