HB 1816 - DIGEST

Requires the joint administrative rules review committee to review a rule: (1) Upon receipt of a petition for review signed by at least fifteen members of the legislature;

(2) If the rule has an economic impact of ten million dollars or more; or

(3) Upon receipt of a petition for review signed by five or more local governments representing collectively fifty thousand or more residents.

Subjects the following agency actions to selective review by the joint administrative rules review committee: (1) A water quality general permit or individual wastewater discharge permit issued by the department of ecology under chapter 90.48 RCW (water pollution control) or pursuant to the federal clean water act;

(2) Certain permits issued by the department of ecology;

(3) The use by the department of ecology of advisory materials or guidelines issued pursuant to the shoreline management act in the review of a local shoreline master program; and

(4) The use by the department of commerce of advisory materials or guidelines issued pursuant to the growth management act regarding the local designation of a critical area.
