Allows state-licensed providers of emergency medical services to develop a community assistance referral and education services program.

Changes the term "physician's trained emergency medical service intermediate life support technician and paramedic" to "physician's trained advanced emergency medical technician and paramedic" for purposes of emergency medical service personnel provisions.

Authorizes an ambulance service to transport patients to a facility other than a hospital, such as an urgent care clinic, a mental health facility, or a chemical dependency program, as authorized in regional emergency medical services and trauma care plans.
