Modifies the energy independence act.

Expands the definition of "eligible renewable resource" and includes the state of Montana in the definition of "Pacific Northwest."

Provides compliance options for qualifying utilities.

Requires consumer-owned and investor-owned electric utilities to meet one hundred percent of any new generation need with one or a combination of the following: Conservation, eligible renewable resources, and storage.
