Provides that for a conviction of vehicular homicide, when the driver was operating a motor vehicle while under the influence of intoxicating liquor or any drug, an additional ten years shall be added to the sentence for each prior vehicular homicide conviction or an out-of-state conviction that would have been a conviction if committed in this state.
