Requires the state capitol committee to provide for the management, protection, preservation, and coordination of Capitol lake as an estuarine environment.

Requires Capitol lake to be: (1) Managed and maintained in coordination with interests within the Deschutes watershed and Budd Inlet; and

(2) Comanaged by certain Indian tribes.

Requires the department of enterprise services to: (1) Coordinate with the jurisdictions with interest within the Deschutes watershed and Budd Inlet; and

(2) Immediately begin planning for and implementing a transition for Capitol lake from a lake environment to an estuarine environment.
