Addresses timely and adequate notice by the department of social and health services or supervising agency to a child's foster parents, preadoptive parents, or other caregivers of their right to be heard before each proceeding held with respect to a child in juvenile court.

Requires the administrative office of the courts to also submit, to a representative of the foster parent association of the state, an annual report providing information about cases that fail to meet statutory guidelines to achieve permanency for dependent children.
