Establishes an aggravated sentence for an offense that involved a theft offense or a burglary offense and the crime occurred during a state of emergency declared by the governor within the area described in the proclamation and where a person with a right to the control or use of the real or personal property had evacuated the area where the crime occurred because the person had been ordered or requested to evacuate the area.
