Authorizes the legislative body of a public transportation benefit area located in a county with a population of more than two hundred fifty thousand but less than four hundred thousand, that also contains two or more cities with a population of at least forty thousand, to submit an authorizing proposition to the voters and if approved, impose a sales and use tax.
