Authorizes all superior courts, and courts organized under Title 3 RCW (district courts--courts of limited jurisdiction) or Title 35 RCW (cities and towns), to impose a penalty assessment not to exceed one thousand dollars on an adult offender convicted of a crime involving the physical abuse or sexual abuse of children.

Requires revenue from the assessment to be used for establishing and funding children's advocacy centers.
