Revises the juvenile justice act of 1977 to provide for the rehabilitation and reintegration of juvenile offenders.

Addresses fines, community service, and electronic monitoring for juveniles adjudicated of taking a motor vehicle without permission in the first or second degree, theft of a motor vehicle, or possession of a stolen vehicle.

Authorizes the prosecuting agency, after receiving a domestic violence offense report from a law enforcement agency, to choose not to file the information as a domestic violence offense if the offense was committed against a sibling, parent, stepparent, or grandparent.

Changes a court's notification requirements to the department of licensing with regard to a juvenile's first offense while armed with a firearm, first unlawful possession of a firearm offense, or first offense in violation of certain firearm, alcohol, or drug laws.
