HB 2947 - DIGEST

Creates the department of education.

Abolishes the office of the superintendent of public instruction and transfers its powers, duties, and functions to the department of education.

Abolishes the state board of education and transfers its powers, duties, and functions to the department of education.

Exempts the following from the provisions of the state civil service law: The department of education and the director, the director's personal secretary, the deputy director, all division directors and assistant directors, and one confidential secretary for each of these officers.

Takes effect July 1, 2019, if the proposed amendment to Article III, sections 1, 3, 10, 22, and 24 of the state Constitution, eliminating the office of the superintendent of public instruction, is approved by the voters at the next general election.
