Requires the office of the superintendent of public instruction to: (1) Integrate financial education skills and content knowledge into the state learning standards; and

(2) After consulting with the partnership, make available to all school districts a list of materials that align with the financial education standards integrated into the state learning standards.

Requires school districts to provide students in grades nine through twelve the opportunity to access the financial education standards.

Adopts standards in K-12 personal finance education developed by a national coalition for personal financial literacy that includes partners from business, finance, government, academia, education, and state affiliates as the state financial education learning standards.

Requires funding for the office to be provided from the proceeds of the department of corrections' institutional offender betterment accounts, after distribution is made to the crime victims' compensation program.

Requires the office of the superintendent of public instruction to convene an advisory committee to develop sample materials for school districts to disseminate to school employees and parents regarding parents' rights under the model policy developed by the state school directors' association and the resources available to assist parents and guardians in accessing the services available to them.

Requires each school district board of directors to establish its own language access policy and procedures and make them available on the district's web site.

Requires the office of the superintendent of public instruction and the office of the education ombuds to develop a list of and post information on the agency's web site regarding: (1) Language access services providers available to school districts; and

(2) Training programs that are available to support school districts in preparing employees for how to access and effectively use an interpreter.

Requires the state health care authority to design and implement, in consultation with eligible providers, an intergovernmental transfer program relating to medicaid managed care, ground emergency medical transport services including those services provided by emergency medical technicians at the basic, advanced, and paramedic levels in the prestabilization and preparation for transport in order to increase capitation payments for the purpose of increasing reimbursement to eligible providers.

Shares marijuana tax revenues with local jurisdictions for public safety and chemical dependency and mental health treatment expenditures.

Provides a sales and use tax exemption on: (1) Useable marijuana and marijuana-infused products sold to qualifying patients or their designated providers; and

(2) The use of useable marijuana or marijuana-infused products by a qualifying patient or their designated provider.

Changes the name and functions of the dedicated marijuana fund to the dedicated marijuana account.
