Reduces or prohibits local jurisdictions from claiming certain local sales and use taxes that directly reduce state general fund revenues.

Converts the computer data center sales and use tax exemption into a remittance.

Creates a residential energy efficiency incentive pilot program that authorizes certain cities and counties to exempt qualifying low-income and moderate-income owners of single-family residences and qualifying owners of multiple family buildings from property taxation levied by the participating local jurisdiction.

Requires the department of commerce to create a list of: (1) Approved energy modeling techniques that may be used to determine projected reductions in energy consumption for eligible retrofit projects; and

(2) Approved third-party green building certifications for newly constructed multiple family buildings, including LEED platinum or gold and four-star or five-star built green certificates, in order to determine eligibility.

Responds to the findings of the state justice reinvestment task force by: (1) Changing sentencing policy to require supervision of certain people convicted of property offenses;

(2) Providing treatment, if needed, and programs to reduce recidivism; and

(3) Providing additional support to local governments and victims of property crime.

Changes the duties and composition of the sentencing guidelines commission.

Requires the department of commerce to: (1) Establish a law enforcement grant program;

(2) Use an advisory committee to evaluate grant applications and monitor the effectiveness of grant projects in terms of property crime reduction;

(3) Consult with counties and local law enforcement agencies when determining grant eligibility requirements and criteria; and

(4) Submit a report to the sentencing guidelines commission that provides an overview of the grants distributed and the effectiveness of the grant projects in terms of property crime reduction.

Requires the administrative office of the courts to: (1) Establish a pretrial grant program;

(2) Identify at least one county to receive a grant that will test the impact of providing defendants with earlier access to pretrial defense counsel on pretrial outcomes and county budgets; and

(3) Consult with counties and local law enforcement agencies when determining grant eligibility requirements and criteria.

Requires the department of labor and industries' crime victims' compensation program to distribute emergency financial assistance to victims of property crimes.

Creates the property offense supervision and programs account.

Makes appropriations.

Provides that this act is null and void if appropriations are not approved.

(2) Information relating to enhanced 911 emergency communications systems and emergency notification systems;

(3) Information contained in a local or regionally maintained gang database; and

(4) Proprietary reports or information obtained by the Washington pollution liability insurance program director in soliciting bids from insurers.

Allows participants' names, general locations, and point of contact to be disclosed to other persons who apply for ride-matching services and who need that information in order to identify potential riders or drivers with whom to share rides.

Requires Western Washington University to host a statewide consortium of public and private institutions of higher education with the purpose of providing and increasing the number of campus-based mentoring and service learning opportunities in K-12 education and at eligible institutions.

Requires the state board for community and technical colleges to administer: (1) The program for the state's community and technical colleges;

(2) A competitive grant program for the community and technical colleges that want to pursue innovative advising, mentoring, and service learning programs; and

(3) An innovative grant program for community or technical colleges to expand their integrated basic education and skills training program to adult basic education and English as a second language students.

Requires the baccalaureate institutions of higher education to each administer an innovations for student completion program on their campuses.

Requires the student achievement council to administer a competitive grant program for the baccalaureate institutions of higher education that want to pursue innovative advising, mentoring, and service learning programs.

Requires an attendance pilot project to be established at a community or technical college to be selected by the state board for community and technical colleges.

Requires the office of the superintendent of public instruction to contract with at least one nongovernmental entity to: (1) Administer a program of education coordination for youth, kindergarten through twelfth grade, who are dependent pursuant to chapter 13.34 RCW (juvenile court act--dependency and termination of parent-child relationship); and

(2) Improve the educational outcomes of students at two sites by providing individualized education services and monitoring and supporting dependent youths' completion of educational milestones, remediation needs, and special education needs.

Requires the student achievement council, with input from the office of the superintendent of public instruction and the department of social and health services, to contract with at least one nongovernmental entity to develop, implement, and administer a program of supplemental educational transition planning for youth in foster care in the state.

Authorizes an individual to enter privately owned or publicly owned land to attempt to extinguish or control a wildland fire, regardless of whether the individual owns the land.

Expands the duties of the department of natural resources with regard to maximizing the effective utilization of local fire suppression assets.

Requires the department of social and health services to develop and maintain a plan for: (1) Delivering domestic violence victim services, prevention efforts, and access to emergency shelter across the state; and

(2) Providing a statewide toll-free information and referral hotline or other statewide accessible information and referral service for victims of domestic violence.

Requires the state institute for public policy to review community-based domestic violence victims' services nationwide and determine which programs are the most effective and efficient in improving the capacity of individuals, governmental entities, and communities to provide effective, supportive services and interventions to address domestic and dating violence from the victims' perspective.

Increases funding for the domestic violence prevention account.

Provides that section 11 of this act is null and void if appropriations are not approved.

Specifies that when the department of natural resources has acquired an easement or other interest in lands, it has an affirmative and ongoing duty to ensure that it maintains compliance with its responsibilities under road maintenance or repair requirements included in the easement or other applicable agreement.

Specifies that when a public agency acquires property that benefits from an easement allowing the use of a department of natural resources road for commercial purposes and the agency intends to use the road for noncommercial purposes, it may communicate that intent to the department in writing.

Requires the department of natural resources, before abandoning or otherwise closing a road, to provide reasonable alternative access to private property where the owner of that property has relied on the road for access to the property for at least twenty-five consecutive years.

Changes the access road revolving fund to the access road account and modifies expenditures.

Establishes the omnibus health care access act of 2015.

Requires the legislature to approve any partnership agreements between the University of Washington and another entity, related to the University of Washington's regional medical education program with the states of Alaska, Montana, Idaho, or Wyoming.

Requires the joint legislative audit and review committee to complete a financial audit of the University of Washington school of medicine regional medical education program with the states of Alaska, Montana, Idaho, or Wyoming to identify the costs of partnership agreements between the University of Washington and any non-University of Washington entities.

Requires the University of Washington to increase the number of: (1) Medical students at its medical school in Spokane from forty students per year to one hundred twenty students per year and requires those students to be Washington state residents; and

(2) Dental students at its dental program in Spokane from eight students per year to thirty students per year and requires those students to be Washington state residents.

Requires the medical education system to allocate funds to new or expanded residency programs.

Requires the department of transportation to: (1) Implement a multiagency permit program, commensurate with program funding levels, consisting of appropriate regulatory agency staff with oversight and management from the department;

(2) Establish, implement, and maintain programmatic agreements and permits with federal and state agencies to expedite the process of ensuring compliance with the endangered species act, section 106 of the national historic preservation act, hydraulic project approvals, the clean water act, and other federal acts as appropriate;

(3) Collaborate with permitting staff from the United States army corps of engineers, Seattle district, the department of ecology, and the department of fish and wildlife to develop, implement, and maintain complete permit application guidance; and

(4) Perform internal quality assurance and quality control to ensure that permit applications are complete before submitting them to the regulatory agencies.
