Establishes the elimination of undisclosed campaign contributions act.

Declares an intent to increase transparency and accountability, deter corruption, and strengthen confidence in the election process by closing campaign finance disclosure loopholes and requiring the disclosure of contributions and expenditures by nonprofit organizations that participate significantly in the state's elections.

Concerning comprehensive safe school plans for public and private K-12 schools.


Requires school districts to: (1) In collaboration with local emergency response agencies, annually review and update their safe school plans; and

(2) Annually conduct certain drills while school is in session.

Requires schools to publish and communicate emergency procedures applicable to all students and staff.

Requires the office of the superintendent of public instruction to establish a program to provide incentives to schools that demonstrate a commitment to emergency planning and preparedness.

Requires each school district board of directors to consider the request of any one or more private schools requesting the board to jointly buy supplies, equipment, and services directly related to emergency planning and disaster preparedness and, after considering the request, provide the joint purchasing services if the private schools pay in advance their proportionate share of the costs or provide a surety bond to cover their proportionate share of the costs involved in the purchases.

Providing a registration exemption for certain vessels.


Exempts from vessel registration requirements, vessels with propulsion machinery that draws two hundred fifty watts or less and propels the vessel no faster than ten miles per hour.
