Exempts the following from disclosure under the public records act: (1) Financial institution and retirement account information and building security plan information, supplied to the state liquor and cannabis board, when filed by or on behalf of a licensee or prospective licensee for the purpose of obtaining, maintaining, or renewing a license to produce, process, transport, or sell marijuana; and

(2) Marijuana transport information, vehicle and driver identification data, and account numbers or unique access identifiers issued to private entities for traceability system access, submitted by an individual or business to the state liquor and cannabis board for the purpose of marijuana product traceability.

Requires the administrative office of the courts to also submit, to a representative of the foster parent association of the state, an annual report providing information about cases that fail to meet statutory guidelines to achieve permanency for dependent children.

Disposing tax foreclosed property to cities for affordable housing purposes.


(DIGEST OF PROPOSED 1ST SUBSTITUTE)


Requires the county legislative authority to give notice to a city in which any tax foreclosed property is located within at least sixty days of acquiring the property and prohibits the county from disposing of the property at public auction or by private negotiation before giving the notice.

Requires the notice to offer the city the opportunity to purchase the property for the original minimum bid, under certain conditions which include the city: Accepting the offer within thirty days of receiving notice; providing that the property is suitable and will be used for an affordable housing development; and agreeing to transfer the property to a local housing authority or other nonprofit entity eligible to receive assistance from the affordable housing program.

Authorizes the legislative authority of a city or town to authorize a property tax exemption program.

Requires an application for a property tax exemption under this act to be made to the city or town before making a contribution to a city's or town's subsidized housing program or local homeless housing program.

Requires a person, in order to qualify for a property tax exemption under this act, to contribute an amount equal to or exceeding ninety-five percent of the city or town property taxes due and payable by that person in the calendar year in which the application is submitted to the city or town.

Allows a one-year property tax exemption for all city or town property taxes owed on real property described in approved applications under this act.

Requires the issuer of a certified birth certificate to include information prepared by the department of health setting forth the advisability of a security freeze and the process for acquiring a security freeze.

Requires a person newly employed by the state on a full-time basis who is eligible to participate in a deferred compensation plan to be enrolled in the plan unless the employee affirmatively elects to waive participation in the plan.

Authorizes a county, municipality, or other political subdivision, that offers the state deferred compensation plan, to choose to administer the plan with an opt-out feature for new employees.

Creates the money-purchase retirement savings principal account and the money-purchase retirement savings administrative account.

Allows the state investment board to invest money in the accounts.

Requires the department of commerce to report recommendations and best practices for host home programs to the governor and the legislature.
