Provides elementary school students with career and technical education opportunities.

Requires the office of the superintendent of public instruction to implement a grant program to fund K-12 STEM programs provided by a national entity that is exempt from taxation under Title 26 U.S.C. Sec. 501(c)(3) of the federal internal revenue code of 1986.

Makes an appropriation.
