Modifies provisions relating to the local revitalization financing program.

Removes the requirement of the department of revenue to award state contributions on a first-come, first-served basis.

Provides that the department of revenue is the approving agency for project awards approved before the effective date of this act and the department of commerce is the approving agency for project awards approved after the effective date of this act.
