Authorizes certain grocery store licensees, upon approval by the state liquor control board, to receive an endorsement to permit the sale of beer and cider in a sanitary container brought to the premises by the purchaser, or provided by the licensee or manufacturer, and filled at the tap by the licensee at the time of sale.

Prohibits the use of an electronic benefit transfer card to purchase beer or cider in a growler in a licensed grocery store.
