(DIGEST OF PROPOSED 1ST SUBSTITUTE)

Establishes the Washington academic, innovation, and mentoring (AIM) program act.

Creates the Washington academic, innovation, and mentoring program to enable eligible neighborhood youth development entities to provide out-of-school time programs for youth ages six to eighteen years of age.

Requires the department of commerce to administer the program.

Provides that this act is null and void if appropriations are not approved.
