Requires the state conservation commission and the departments of agriculture, natural resources, fish and wildlife, and ecology to jointly identify and assess three demonstration projects, located in Whatcom, Snohomish, and Grays Harbor counties, that test the effectiveness and costs of river management.

Requires the departments to consult with and obtain the views of the federally recognized tribes that may be affected by each pilot project.
