Modifies vocational rehabilitation provisions to: (1) Make certain recommendations from the vocational rehabilitation subcommittee permanent; and

(2) Create certain incentives for employers to employ injured workers with permanent disabilities.

Requires the department of labor and industries to conduct a study of injured workers whose employers participate in certain vocational services incentives to determine the impact on return-to-work outcomes, long-term disability, and claim costs.
