Requires an agency, in determining whether a bidder is a responsible bidder, to consider previous and existing compliance by the bidder with federal and state laws prohibiting discrimination, including Title VII of the civil rights act, the Americans with disabilities act, and the state civil rights act.

Authorizes the director of the department of enterprise services to debar a contractor based on a violation of a federal or state law prohibiting discrimination, including Title VII of the civil rights act, the Americans with disabilities act, and the state civil rights act.
