Revises the definition of "contribution," for purposes of the fair campaign practices act, to include the payment, by a candidate or authorized committee, of a campaign expense shared with another candidate or authorized committee in the amount of the joint campaign expense incurred by the nonpaying candidate or committee if the paying committee is not reimbursed within five business days.
