Authorizes a local government to adopt an ordinance to: (1) Decrease to no less than five hundred feet the distance that marijuana businesses must be located from recreation centers or facilities, child care centers, public parks, public transit centers, libraries, or certain game arcades admissions; and

(2) Prohibit a marijuana business from locating its premises up to one thousand feet from a church.

Prohibits a local government from adopting, renewing, or extending a prohibition or moratorium on marijuana licensees except by ordinance.

Creates a marijuana distribution license and a marijuana delivery license.
